This is only a guess but looks like memorial to man murdered at that location in May 2011 going on 5 years now , looks to be same location from photo. Might want to let it remain for the month of May?
I pass that location and have seen the spot marked in the past, someone misses him.

Is it SeeClickFix or SeeClickFORGET? Seems to me that there are not many posts on this site in New haven and that the City would have an easy job responding to complaints. Why don't any officials acknowledge the issues?
Why so few posts? Because the City doesn't respond to them. Why not? Because this Mayor has different priorities than DeStefano did. Apparently, Quality of Life issues are not important to her. Parks are not well maintained, quads are running wild, lawn & leaf bags are thrown in trash instead of compost, police do not respond to complaints of noisy, late-night parties, reports of blight are ignored... Whole City outside of downtown and Yale looking run-down and neglected.
When's the next election?
Well said Brian. Today I emailed the Mayor and the dept heads including Matthew Nemerson. I sent them 4 SCF issues that have gone unacknowledged and unresolved for 30 days. No response so far. The only quality of life issue that mattets to this administration is shootings.
