This was investigated a few months ago, and it was determined to be on private property zoned rural. Here is the response from 2-12-16:

From the Code Officer for the area,"After inspection and contact with public works it has been determined that this pile is from the new circle drive that was installed by the mail boxes on this private property. This debris is not from the road construction of Bird Pond. With this being a rural area this is not a violation."
