The workers or residents of the state and rock corner building most likely put it there when they were clean out the garage and remolding a first floor space. We are not sure who the person was we did see them leave it on the side walk. And we believe it to be a tenant or a worker from the state and rock building. As you can see the wheel is missing so it is not like someone pushed it down the street and randomly placed it on the side walk right there.....(But who knows the person could of did just that). We are just not 100% sure to be able to fully accuse anyone.

It has been moved to the other side of the street in the wood park area across from 16 rock on the side of the garage. This is city property! and if it gets dumped it will be a bigger mess to clean.
