What used to be simply a morass of weeds in the right of way In the abandoned open space area between the heather farm garden center and houses along Matterhorn Drive has now become a morass of bark and weeds. Piles of bark have been dumped weeks ago but never spread out. Weeds are growing through most of the bark because no weed barrier was put down. This area used to be a mess, now it is and even uglier mess. The City has apparently decided to turn this into a dumping ground for tree debris. When can we expect this to be cleaned up or at least get the bark spread around and the weeds, which shortly will be a fire hazard, removed?

Sorry, I have to disagree. I think if you do further research you'll discover that it is city-owned land and that CCWD has an easement across it because it abuts the Ygnacio Canal. One thing I know for certain: it is NOT owned by the Heather Farms Homeowners Association, whose property backs up to it (and is where I live).
The people who take care of Heather Farms Park are the ones who distributed the bark last summer. However, as I understand it, this area has been turned over to whatever group in the Public Works Department is responsible for tree maintenance in the city. Which may also expalin why various private tree firms have come in here, dumped their loads of debris, which continue to sit here untended. --Craig Pynn

It is the City who has authorized the chips to be placed at this location. This is in preparation for a Community Service Day project. The date is 4/23/16 and volunteers will be at the location spreading out the chips. I was advised by Public Works that a few more truck loads will probably be added to the area before then.
No further action needed. Closed.
