Construction for the project "12 on Canton" has been commencing well before 8:00 a.m. and at times even before 7:00 a.m. This is causing a noise problem for residents in the neighboring Stonegate Manor neighborhood. My understanding is that construction cannot begin prior to 8:00 a.m. Please advise.
