I'm not understanding why Oakland keeps allowing this encampment. It has been there for many years. If it's ever been cleaned it must have been for a minute. This is unacceptable and it's not because it's El Niño, it's always been there. It's time to remove permanently. Sidewalks are not for camping, but illegal only applies to all except for the homeless.
