Description

I really need to know why city permits this dog to be chained up in the parking lot of a 4 pled across from a park. Seems the law cannot be enforced. Kids have to walk across the chain of a dog that does not belong to them because tenant in unit 2 cannot be bothered to walk his dog. Please educate tenant or remove this dog and place with good home that follows the law.
