Unfortunately there is only so much signal timings can improve. As you know the transportation infrastructure has not kept up with the volumes of vehicles and this issue shall continue to escalate and driven patterns worsen. The issues you are describing is a enforcement issue and should be reported to RPD.

Reopening because this issue isn't resolved. This issue is directed at the RPD who has the authority to resolve it.

This issue is definitely a law enforcement issue with the city of Raleigh. A car ran a stale red light beside us three hours ago and this behavior is typical at this location. Anarchy is a state of disorder due to absence or nonrecognition of authority and this is the core of the issue at roads around Crabtree Valley Mall - lawlessness.

Staff have resources dedicated to this issue. Resources dictate that an officer cannot be at this location all of the time.
