10/9/2012 Service Review: Richmond Traffic Engineering noted that as of 9/18/2012, "A speed study conducted on 13th St between Everett St and Stockton St showed the 85th percentile speed as 22 mph and the average (mean) speed as 18 mph. The speed samples show compliance with the 25 mph speed. Therefore, we do not recommend any physical traffic calming measures at this time. Sent a letter to Ms. Thirty on 09/18/12. "
