There is no excuse for this. Code enforcement should fine the property owners if some one files a complaint. The tenants will keep doing what they do. If they do get evicted you will see the same mess next to there tents on the sidewalk.

What's sad is that a citizen like you has to complain before the City knows about it. What ever happen to Street Sweeping that suppose to protect the rain water and debris going into our Bay. Why doesn't the Sweeper (City Employee) report this beside just going around it as if it doesn't exists. If that was in his neighborhood, he would be upset.

This why Oakland hooked up with SCF they were hoping for a bunch of apathetic citizen who would not notice. Well here we are one of the most used SCF in the country. I do no not like Pro Bono work but if this what it takes to make PWD work so be it. Most of the city's employee's can afford to live out of Oakland and the County.
