Garbage barrel in Russo Park, closest to liquor store on Chapel Street, contains four long fluorescent lighting tubes sticking out, as well as a bag of household trash. Aren't the fluorescent tubes considered hazardous material? Clearly not the regular garbage of people passing by or through the park.
