Agreed that this needs to be done. Suggest that if it's found to be very important or an urgent issue, that civilians -- citizens -- not wait for the government to act in such cases and either alone or with a small ad hoc group organized for the purpose, take it upon themselves to clear the crosswalk, thus immediately satisfying the urgency and possibly preventing an injury.
