I think the issue here is that no one should be 'throwing it away', rather it should be taken in for recycling. Taking it in yourself can be a hassle. Throwing it away, while easy, is the wrong thing to do and probably a crime. Reporting it to the city for recycling is far more responsible than throwing it away yourself.
With all due respect --- something as minimal as a single battery being discarded on the street shouldn't warrant the city to dispatch a crew to retrieve. As a citizen that cares about the community, take it upon yourself to do something instead of wasting tax payers money for requesting pick up for a single battery. Sometimes we have to take the initiative also. I'm born and raised here, so I cant depend on the city to do everything for my community. Very soon the city wont offer this program because of reports like this. I've been here 40+ years - I know.
