The curbcuts are not placed where the crosswalk and lights are, and if one used them as they are currently placed and walked directly across the street, the person would have to go over an island that is in the middle of the street.

I can see why you might be confused. Plans call for the crosswalk at this location to be moved. Eastern end will be in the traffic island at the foot of the freeway off ramp.
