At least some of the time, the traffic signal at Whitney Ave and Edwards Street does not provide the exclusive pedestrian phase on every cycle. Pedestrians must wait two full cycles of Whitney traffic and Edwards traffic before being able to cross. The vehicle traffic on Whitney doesn't require this; the only backups I see are for downhill traffic on Edwards. Please program the signals to offer a pedestrian crossing phase during every cycle. Thank you!
