I don't think this is a city issue, other than potentially a blight complaint. The city surely isn't responsible for maintaining private property; that is the responsibility of the property owner. I am sincerely hopeful that you have brought this matter to the property owner directly rather than in a public forum like this, and that your intention is to escalate the issue due to inaction.
I won't assume that you haven't done the following, but for others reading:
1) You should contact the property owner, this is the right and neighborly thing to do. Express your concern, and document the communication.
2) If you can't/won't/don't get a response from the property owner the Anti-Blight ordinance in Meriden (Chapter 17) outlines that to make a complaint (17.5) you should write the Department of Development and Enforcement:
"Any individual, civic organization, or appropriate municipal agency affected by the action or inaction of anyone responsible for the maintenance of property under the ordinance may file, in writing, a complaint of violation of any section of this article with the Department of Development and Enforcement."
