A typical, public safety minded day in New Haven:
Yesterday, crossing Church Street southbound on the walk sign about 5pm on the western block inside of the crosswalk. A young lady on a Town Green scooter keeps coming straight ahead, into the crosswalk, paying no mind to a poor guy crossing Chapel on a wheelchair, looking straight ahead like a wooden indian. I yell "crosswalk..look at where you are going...." pays me no mind..(typical) and stops in a hurry. If I did not yell..its better than even money she would have hit us both,
I then take my car out of the lot behind Center and go to Church to make a right turn. A utility truck is doing work blocking the left view..with no police guard. I stop the car and tap the horn and talk to the man on duty and say "what's the matter, the City too cheap to pay a cop?". He says to me he one is on the way (?). Since I can't see a blessed thing behind the truck, I ask for his help to see the traffic, which he kindly provides).
This kind of behavior (police late to the fair, and people working on scooters for the city) is all too common downtown. and I wish someone in authority would earn their salary and pay attention to it.

What kind of scooter?
Matthew,, you can check to see why there was no cop on the corner. a cop should have been there to control traffic. Too often there is either that the cop didn't show up but people cover for him/her and s/he does get paid anyway,, or the cop is somewhere sitting in the car reading the newspaper or catching up on e-mails and social life by phone. You can see who was doing work, and find out who the cop was that was supposed to be there and wasn't. The cops think they can get away with not doing anything and that nobody cares. We have all kinds of nonsense going on downtown now and people turn a blind eye.

That is exactly my point, anonymous, and you articulate it well. This is a global problem. It does not come down to one person on a scooter, or one cop. Its many more people doing this stuff than not,You can't fix it by doing "whack a mole", being one person at a time. You have to regulate it better globally and change policies and actually call people to task for wrongdoing, A pedestrian (or a driver) is on their own when they come in to the downtown.
The scooter was one of those with a cab in the front and a small pick up bed in the back.
