Two black males in the mid forties or so are stalking bicycles , taking the whole bike if possible or just parts , One partner is the lookout while phoning each other giving the green light etc. to go ahead.
Witnessed them flatting a tire that was locked up tight , Probably so the owner leaves the bike and they come back later.
They are not homeless but do have back packs on that's chock full of tools and water.
Orange and red sneakers , yellow hats , purple striped jackets.
Yes they do resemble clowns , complete with every horn,buzzer , light, strobe and plain, streamers - They love accessories boy.
