Third week in a row recycling has been picked up at 5:30AM. Downing St is VERY quiet until the first bus runs at about 6:20AM, which, compared to the recycling collectors, sounds like a quiet soothing hum. The recycling collectors are extremely loud - shouting at each other, breaking things, throwing bins around (never returning to correct houses) - it echoes down the street. I can't imagine I'm the only one getting woken up. I love living on this street because of how quiet it is at night and early mornings.

This also seems to be breaking the noise ordinance of New Haven:
"'Daytime hours' means the hours between 7:00 a.m. and 10:00 p.m. Mondays through Saturdays, and the hours of 9:00 a.m. through 9:00 p.m. Sundays and federal and state holidays. Unless otherwise provided, ALL OTHER HOURS SHALL BE CONSTRUED AS NIGHTTIME HOURS."

The Noise Control Ordinance also goes on to state under the Section Refuse Collection Noise:
"All refuse collectors shall comply with the noise level standards as established in this article while engaging in refuse collection at each location..."

So, then, why? and what for?

Where specifically are you on Downing St? I'm between Chatham and Lombard. I sleep with the windows open when the weather allows and noise is never an issue. Both trash and recycling bins are returned to the driveway apron almost exactly as I placed them. It's the same for both sides of the street in this block. The bins are always returned to the proper house.

@Tech75, this is before your part of the street. I believe the truck turns on Chatham, which means you either have a different truck that's on a different route, or the same truck gets to you later in the morning.

If you finish the section on "Refuse Collection Noise" under the Municipal Code Sec 18-80, you'll note the next line: "For purposes of this article, the term "refuse collectors" shall be synonymous with private haulers and all other persons that commercially engage in the collection and transportation of refuse and other debris". Though the ordinance covers private trash haulers(commercial haulers) and not the city collections, we do try to lessen neighborhood impacts by reminding crews to be ever mindful of their sound levels. Same is true on Lexington Ave. between E. Grand & Aner St. Good to know there's "noise Control. How does one get it enforced? This street is incredibly noisey! Between motor cycles, dirt bikes & dogs who bark incessantly, often for hours, it is awful in the summer with windows open.

Trash and recycling are getting picked up later in the morning now. Not sure if it's intentional or not. But it sure is nice to sleep.

We are closing older Trash and Recycling issues in order to focus on current ones. Many of the issues reported were resolved by our routine Trash and Recycling Services. Some of the older Trash and Recycling issues were ordinance violations which were responded to by warnings and tickets. If your particular Trash and Recycling issue was not resolved, please open up a new 2019 issue. Thanks.
