Residents of the small Harbor Oaks subdvision pay HOA dues each year. The HOA maintains the roads, drainage ditches which lead to a pond - also maintained by the HOA. But Char-Mech bills all residents for stormwater. I have made numerous calls to Char Meck over the past few years trying to get this rectified. If you look at their website, they want an engineer to work up a drawing for the neghborhood to prove they don't maintain it -- paid for by us! We are fine maintaining it and are all on well water. However, most residents are paying the bill just because they don't want issues with their credit rating. Many of the residents are retired. People complaining about high water bills? We don't even get their water or their service nor do we want it. It is private property! So why are they billiing us??

We finally had a gentlemen from the county stormwater office come out & meet with my husband & I as well as the president of our HOA. He looked at our drainage ditches and walked with us to the pond where our storm water drains. He saw the water does not drain to anywhere else and the pond & the drainage ditches are maintained and working properly.
He also explained the fees we are charged are purely based on the square footage which the county considersthe footprint of the house for our storm water fees.
He also confirmed the county will not maintain our ditches and if there was a problem,they would not repair them.
So even though we pay our taxes for our property, we pay for our property, we pay our HOA fees to maintain the commmon areas, we are still required to pay stormwater fees -- a service not provided nor intended to ever be provided by the storm water deptartment nor are they taking any responsibility, -- it is merely a way for them to add onto more taxes to us.
