The association maintains all common areas. This includes the entrance, roads, drainage -- which drains into a private pond -- including the pond. It is not on a county road -- it is on a private road. I have lived there for over 5 years & have NEVER had a county vehicle come into the subdivision or maintain it -- again -- it is not a county road. Would you pay for a bill someone hands you and not receive the service? That is what the county is doing. But they are not providing anything.

Also, so you are saying they should also charge me for my own well water? Under the example you gave, my water is a utility too they do not provide yet you are saying I should pay the County for that as well? They are providing NO utility!

We finally had a gentlemen from the county stormwater office come out & meet with my husband & I as well as the president of our HOA. He looked at our drainage ditches and walked with us to the pond where our storm water drains. He saw the water does not drain to anywhere else and the pond & the drainage ditches are maintained and working properly.

He also explained the fees we are charged are purely based on the square footage which the county considersthe footprint of the house for our storm water fees.

He also confirmed the county will not maintain our ditches and if there was a problem,they would not repair them.

So even though we pay our taxes for our property, we pay for our property, we pay our HOA fees to maintain the commmon areas, we are still required to pay stormwater fees -- a service not provided nor intended to ever be provided by the storm water deptartment nor are they taking any responsibility, -- it is merely a way for them to add onto more taxes to us.

Update -- I received a letter from the "stormwater authority" saying if I do not pay my bill they will start deductions from my tax refund, etc. Wow.
