City of Oakland Public Works Department addressed this issue on 10/19/2015, service request # 603225.

This drain has not been repaired. If anything was done, it appears that the larger pieces of concrete have been smashed up and shoveled back into the downhill side of the drain. This is a steep hill. With the first gully-washer, this concrete is just going down the gutter to get stuck in the downhill storm drain.
