Description

The pedestrian signal for the east crosswalk at this intersection (15th and NY NW) is behaving oddly. It beings with a "walk" signal at 18 seconds, counts down to 13 and then holds there for about 29 seconds, flashes "don't walk" for about 1 second (see :41 on video link below), jumps back up to 17 and "walk" (:42 on video), begins counting down again, switches to "don't walk" at 15 (:46), jumps down to 13 (:47) and then continues counting down (and operating normally from that point). I discussed this briefly with Gregg Steverson this morning. The video was taken on 8/25 in the afternoon, but I also saw this happening on 8/23 in the early evening.
