I don't think you can pick and choose which memorials can stay and which should leave. My humble opinion: an ordinance that all street memorials can remain for one month only. After that, the memorial must be removed. Who removes it? Haven't worked that out. The City? The victim's family? The owner of the property that the memorial is in front of? I agree that something should be done about this.
After a month, people could show their respect at the cemetery if they so wish.
