There is no HOA.

I would like the City to respond to this.

We are now 3 months from the July 2 deadline for this homeowner to act on this property and yet the city apparently has done nothing.

If nothing else, fine him for having his trash can by the curb for weeks or perhaps months!

It appears that when the city just doesn't want to work one of these tickets, they just ignore it. The owner of the property had until July 2, 2015 to do something and here it is almost November and nothing visible has been done.
