This issue was deemed to be a non-issue. Danger surrounds us daily; be aware, take precautions or continue to hide under a rock. If the dog is not bothering you...move along and mind your business.

I have to say this is a real issue for me too....I don't care if a dog is not on a leash but I don't want dogs approaching my dog here. My dog is not friendly, and at least once a week we have a run-in with a dog off leash here. If your dog doesn't know not to approach random dogs just don't let him run around off leash please.
