Huntsville Green Team, I submitted an almost identical issue in June (https://seeclickfix.com/issues/1716241-garbage-illegal-dumping). Your response then was the following:

"Thank you for contact Green Team with this complaint. Bill Kling has introduced an ordinance & it
is being reviewed by our Legal department. Hopefully in the near future people will be fined for
leaving circulars/flyers in yards. Please let us know if we may be of any further service."

Your new response is significantly different. What is the status of the proposed ordinance you mentioned?

We have cancelled all newspaper subscriptions in the past. It worked for a while, and then randomly and magically started showing up on the lawn again.

Some of my neighbors throw these papers in the blue plastic wrappers out onto the street where they get run over & scattered. They don't want them any more than we do. I heard a noise the other morning & realized it was one of these "litter papers" hitting my next door neighbors car as it was tossed from an older Dodge pickup truck that was driving down the center of the street.
In our opinions, they are a nuisance & a waste of resources.

Yes, I'm still observing these being thrown onto unoccupied houses for sales lawns. I took 3 photos the other morning of this garbage next to for sale signs. Is anything being done about this?

Operation Green Team is currently meeting with Legal to address the enforcement of leaving circulars/advertisements in yards. We have bigger signs "No circulars/advertisement" signs available at the Operation Green Team office. Please let us know if we can be of further assistance.
