Deskripsyon

This trash can was hit by a car MONTHS ago and has never been replaced. It has an ironic sign on it that says "pride in Richmond is picking up." Since "the world is turning here" at this intersection in late September (as a sign across the street on a tilted stop sign reminds us), it would be a good idea to replace this trash can.

The City of Richmond Solid Waste Department wouldn't be able to replace these street receptacles because they are purchased by the associations or council. That's a rather unsatisfactory response. Who are the "associations"? So you are saying that the 'City of Richmond Solid Waste Department' does NOT provide trash receptacles around the city? Where are you hoping people will put their trash, then, as they are walking, jogging, sight-seeing, etc.?
