Looks like Code Compliance sent the property owner a letter about trash on 7/27. I believe the owner has something like 10 days to comply.
As for the camper, it's only illegal to park on the city streets between the hours of 2am-5am and from experience the only way you'll get it ticketed for such is to call LPD BETWEEN those hours to report it. LPD's non-emergency number is 483-4600.
That vehicle has several ad placards on the sides. You might have some luck calling the businesses advertised and complaining about the vehicle.
