Code Compliance has indicated that there is no violation. Unless it can be proven that it is disabled you have the right to have vehicle on your property. The code doesn't require you to have a licensed or insured vehicle either. The vehicle has to be able to start and move back and forth. If it cannot then it is considered a disabled vehicle.
