I believe every other splash pad in the entire city is fenced in, this is the only one where I have ever seen non-parents at. It seems a shame to lose that when there are so many other fenced in options.
A fence doesn't prevent others from using the area, it just discourages them, in the same way that a lack of a fence doesn't prevent young kids from using it either, you just have to more diligent when watching them. This area of the park was specifically built as a "public plaza" for that reason. It of course wouldn't be the end of world if it were fenced in, just a little sad due to the lack of other such plazas with pleasant water features.
The report is not for a splash pad it is for a fence to prevent the small children from running into two very busy and dangerous streets. I can no longer take my child to this park because it is so dangerous. Please install a fence to protect the young children at this park.
