The major retailers could care less about the shopping cart because they pass the loss on to the consumers. PWD just hauls them to the land fill instead of holding them for a cart retrieval company or fining the cart owner for creating an attractive nuisance. The cart retrieval companies will not dare tread on the rights of the vagrants. Another lose, lose, lose scenario in the City of Oakland.
