There is a power line or cable hanging down over the sidewalk. It's so low that you could touch it.

Please call Duke Energy at the number above. Footsytoesies is correct. The City cannot touch that which does not belong to it.

I wasn't sure if it was power or cable or phone. That's why I posted here rather than calling the power company. It's ok, though. The cops came and they called everyone to come see whose it was. It ended up being a phone line - and AT&T came to fix it.
