Over growth of neighbor's trees into our yard. They are now accusing us of cutting down branches of the trees and cutting away at the roots. We have asked several times to have them cut back as they were dangerous this winter with the ice. Neighbor has now threatened to file a lawsuit against us saying my husband took a chainsaw to them. We do not own a chainsaw. After neither threatened us with a lawsuit I had to ask her several times before she would leave my property.

What you describe does sound like a civil dispute between property owners which the city has no authority to act on.
The best way to settle these types of issues is for both neighbors to speak to each other respectfully and explain what they would like and what each side was willing to do to resolve the property dispute reasonably.
When two adjoining property owners cannot settle a dispute themselves, the civil suit you mentioned may be the best course for a final resolution. You should make yourself aware of the exact property lines between the two properties and both respect those boundaries.
Because the trees are on private property, the city cannot trim them. You may be able to get specify tree guidance from the City Arborist, Warren Spinner at 862- 8245.
