Owner lives in DC and uses visitor's permit in lieu of registering it. He has admitted this to the neighbors. He's been getting away with murder and parking for free while the rest of us still have to pay for our resident's permits. When he started getting ticketed in the past he got a ROSA exemption, and now he goes untouched and parks on the block daily. See previous reporting on him:

BUT... there is something you can do. From the website: "Each pass will be tracked and assigned a unique address identifier with a Quick Reference (QR) code to allow DDOT to effectively work with enforcement personnel to reduce the possibility of fraud and misuse. The QR code will identify a specific area where the pass can be used. A holographic field will also be placed on the front of the passes to show validity. It is a civil infraction punishable by a fine of $300 for any person to falsely represent himself or herself... a visitor parking permit will NOT prevent a visitor from receiving a warning notice or ticket related to registration of out-of-state automobiles (ROSA)."
We know he's gaming the system so ticket him every day. If he challenges it in court he'll have to explain why he's parked in the same spot in DC every day. If he doesn't challenge it, he'll be deterred to park in the future due to the pile of tickets he's getting.
