You will have better results if you just move out of Town. Try warning the owner your going to start having his customers cars towed if he doesn't put up a sign to tell customers where they can & can't park.
Then Try blocking the spaces with cones, chairs, trash cans with signs,etc.. a putting warning notices on car windshields, it is the same city officials that will need to react to that behavior and when they do call em out on no enforcement so what are you supposed to do. !!!
Traffic and parking is too busy downtown and the cops could care less. This has been an issue since they started residential parking here
