The location is in the Amtrak right of way where they provide rail service.
I will contact Amtrak whose tressel the tree is up against in in the Farmington River to see what steps need to be taken to remove the tree.

This is in the Amtrak right of way. The town cannot do any work in their right of way. We contacted Amtrak and they replied that they are aware of this issue and because it is not causing any damage to the structures and is not causing a flooding issue, they are letting river take care of disposing of this tree. It will eventually wear away and wash down stream.
