Description

Someone has dumped a lot of trash in the alley, filling up numerous trash and recycling bins (and stacking bags on top and around) that were empty because of our regular pick up day. The person who dumped the trash did not use their own cans and definitely put the trash out well after normal collection. It's making a mess and attracting flies and worse. And it's also taken over my recycling bin so I can't take it back inside.
