Tenant dumped trash on side of house because there is no sidewalk needs sidewalks

Still no word back from city yet. Hired teens to cut down brush and manage right of way in lieu of sidewalk. Trash still getting tossed, daily. Would love to know why sidewalk stops right where my property begins. Doesn't make any sense.

Still no word from city yet. Much less trash since I tore out all plants and grass. Am considering using 12"x12" pavers to make mock sidewalk, to deter all trash-throwing forever.
