Can this landlord increase rent $300 - $400 every year including during covid. I’ve been living here for 27 years and he just raised the rent again another $400. Please help. Thank you

Windows don’t open. Holes on walls. Ceiling leaking everywhere. Fleas, roaches everywhere. Heat doesn’t work and hot water barely. He is a horrible landlord!!! Never shows up for anything. Ever since he bought this building, he has been raising rent $300-$400 dollars every year even through covid. Very sad since I’ve been living here for 27 years. This is out of control and this needs some type of attention
