This property is owned by non-resident landlords Alfons Libsch and Perpetua Libsch. The person who dumped the lawn detritus must be a tenant of theirs: when she was asked to clean up the mess she was making, she picked up her lawn equipment and dragged it into the right-hand door, first-floor apartment at 650 Orange Street (SW corner of Edwards and Orange).
