This is a chronic problem throughout our town. Another serious violator is on Elm street opposite Elmhurst road.

That looks like the shoulder of the road to me. Sidewalks are by definition raised to separate pedestrians from traffic. I believe what you are seeing there is older asphalt that hasn't been replaced as often as the pavement in the center of the road. Not all roads have sidewalks. Maybe a sidewalk should be built here.

It is actually an asphalt sidewalk. Our town has historically built these because they're cheaper than concrete with granite curbing. We are supposed to be getting away from this practice. Mostly because it looks terrible but also because it encourages parking in sidewalks which makes pedestrian traffic unsafe. But you know, as long as your truck is safe.

I'm pretty sure you would consider that a sidewalk.
