Call the Police so you can say that you did call. Otherwise the response will be is to call when it is occurring so they can assist you better. Although these SCF complaints are not considered "official" complaints, when someone gets hurt, it can be documented that that have been numerous complaints. The news stations won't care if they are official or not.
