This dog was out in the front yard, uncontained and unleashed. They do have a fenced in backyard - however as I said, at this time it was free.

In the interest of keeping a paper trail -
While I was out on a walk again today, the owner was on his porch and the dog was free in the yard. The dog got up and headed towards me, but before it left the owner's yard he called it back. Then the owner started swearing at me constantly until I was out of earshot.
