Aggressive pan handler now is waking past my shop and throwing his garbage in the door. Just got half a sandwich. The vagrancy and loitering is hitting a new level. Does the city have any plan to address this problem. I am losing customers who don't want to walk down chapel street because of the all the harassment a drunks and very open drug dealing
