Thank you for reporting your concerns to Huntsville Connect. This issue is a misdemeanor and must be reported to the HPD as it happens (a policeman must see the violation in progress). In the future if you see a person blowing grass clippings into the street, call the Huntsville Police Department immediately on 256-722-7100 and the City Ordinance Section 22-37, Depositing solid Waste into Streets and Gutters, can be enforced while the violation is being committed.

It may take a police officer to see the yard waste being blown into the street, but is it not the resident's responsibility to clean it up?

This yard waste impedes water flow and eventually goes into the sewer which increases cost and maintenance efforts.

If you saw or see the owner blowing the grass into the street/gutter, you can take a picture, call the police out to make a case report and then take a warrant out. This may be the only way to help the neighbor from doing it again. Yes, the home owner is responsible. I will notify the CRO Officer and have him response when he can, to talk with him.
