The California Shopping Cart Retrieval Corporation website - cartretrieval dot net - is a contractor for many grocers, including Albertsons, Ralphs, Vons and Trader Joes.

The website includes a page where we can report an abandoned cart.
The website itself is very informative and well-written.

I suggest that the City of Agoura Hills - and however many neighboring cities that you can persuade - post a link to cartretrieval dot net and let them handle it.
