The duty ratio of the traffic lights at Henry and Dixwell has a low priority relative to the volume of traffic waiting there. There is often very little traffic along Dixwell while a number of vehicles wait on Henry in both directions.
Is it possible to explain the policy for this intersection, even if it can't be changed? It's on one of the few cross routes that local traffic can use to avoid downtown. Does the city discourage using cross routes as a matter of policy?
The same comment applies to Henry and Orchard, though not quite as bad.
