What's going on with Lark st construction I havent seen a construction worker in about 6 weeks yet there are still road cones everywhere?

A majority of the orange drum barrels and cones are covering anchor bolts for poles yet to be installed. Once the poles are installed, the cones and barrels will be removed. The main contractor is scheduled to resume in April of 2024. The traffic signal subcontractor is working on site as the weather and their schedule permits.
The project is not complete and was mostly shut down for the winter as concrete and other work remaining has temperature restrictions. The weather is improving and we expect the contractor to resume work if the weather continues to improve.
