Whenever our officers see someone obstructing a hydrant we do ask them to move, which is most likely the limit of what we are able to do in this situation, depending on the time of day which effects the regulation of this block. Connecticut law prohibits vehicles of all kinds from unnecessary idling for more than 3 minutes, however our officers cannot issue citations for this as it is not a parking citation and would make the idling aspect most likely fall under the police department's purview. The best solution that I see to this issue is providing us or the NHPD tow desk the name of the company this truck is in the employ of (written on the side of the truck) so that either party may open a dialogue with this company and try and ascertain why this is occurring and let them know that it is a problem. Or, upon finding out which company is responsible, you could contact the tow company directly and inform them of your concern.
